Challenge Mode Information

Every trainer starts off with one extra level, including the initial Rival Battle. After each gym badge, as well as after the Elite Four, they gain another level. This results in them having at most 10 extra levels. Partners, however, do not have their levels increased. This results in a single instance where your rival’s team actually goes down in level.

After the Second, Fourth, Sixth, and Eighth Badges, trainers will get an extra Pokémon on their team until they have six all together. After the Elite Four, all trainers will have six Pokémon. The exceptions are when you are forced to have a partner with you to keep from being forced to fight 12 Pokémon in a single battle and natural double battles because they might have an odd number of Pokémon despite there being two trainers. Whenever a trainer was given an extra Pokémon, all of their Pokémon were given custom movesets. These include Egg moves, TM/HM Moves, and Tutor Moves.

Each of the Gym Leaders have six Pokémon and hold items. Generally, these were modeled after their Normal Mode rematch teams, but Volkner has a slightly different team because he had six in Normal Mode. The Elite Four also have hold items and all but Aaron have slightly different teams.

Your rival will complete his team earlier than in Normal Mode, but his team is basically the same aside from moves. He will also have hold items in the last two battles.
