About This ROM Hack

Pokémon Billowing Emerald is a decomp-based difficulty hack of Pokémon Emerald developed by Weterpete over the course of roughly four years. The game is built specifically with Nuzlocke players in mind and focuses heavily on strategic decision-making, risk-versus-reward gameplay, and challenging battles.

The hack blends traditional Generation 3 mechanics with selective modern elements like newer moves, abilities, and items. At the same time, many Pokémon have been heavily reworked with new stats, typings, and learnsets to create a balanced yet demanding experience.

One of the most notable features is that nearly every major battle is a double battle. Gym Leaders, rivals, Team Aqua/Magma admins, and the Elite Four all fight in doubles, which significantly changes how players must approach team building and strategy.

The game also introduces linear challenge segments called gauntlets, expanded encounter variety, and extensive documentation designed to help players plan their runs.

Story Overview

Several gameplay elements have been altered to create a more intense and strategic journey. The player begins with different starter options and will encounter new rival-style characters throughout the story. These recurring characters appear multiple times across the game and provide additional challenges during the adventure.

Key Features

  • Nuzlocke-Focused Difficulty: The game is designed specifically for Nuzlocke-style challenge runs, with tough but fair battles and strategic encounter design.
  • All Major Battles Are Double Battles: Gym Leaders, rivals, Elite Four members, and major bosses all use double battles, forcing players to build teams around synergy and positioning.
  • Generation 3 Core Mechanics: The hack keeps original Gen 3 mechanics such as the lack of a physical/special split and no Fairy-type, maintaining the classic Emerald battle system.
  • Modern Additions: Select moves, abilities, and items from later generations are included to expand gameplay options while still preserving the Gen 3 feel.
  • Expanded Pokémon Availability: Nearly all 386 Pokémon from the first three generations are obtainable, giving players a huge pool for team building.
  • Custom Starters: Players start with Chikorita, Torchic, or Squirtle, and receive a second starter from the remaining options later in Oldale Town.
  • Rebalanced Pokémon: Many Pokémon have adjusted stats, abilities, typings, and learnsets so weaker species can remain viable throughout the game.
  • Custom Learnsets: Every Pokémon has a handcrafted level-up learnset designed around the hack’s balance and difficulty.
  • Gauntlet Challenge Areas: Certain routes lock players into sequences of battles without leaving, creating high-risk segments that reward preparation.
  • Quality of Life Improvements: Reusable TMs, running indoors, overworld PCs on long routes, and infinite access to important items improve gameplay flow.
  • Regional Form Replacements: Several Pokémon are replaced with regional variants such as Raichu, Sandshrew, Sandslash, Meowth, Persian, Slowpoke, Slowbro, Slowking, Voltorb, and Electrode.

  • Some legendary Pokémon are intentionally unavailable at this time, including Mew, Mewtwo, Lugia, Ho-Oh, Celebi, Shedinja, Kyogre, Groudon, Rayquaza, Jirachi, and Deoxys.
