About This ROM Hack

Pokémon Billowing Emerald is a decomp-based difficulty hack of Pokémon Emerald designed for nuzlocke-style challenges. The hack blends classic Gen 3 mechanics with modern QoL improvements while significantly rebalancing Pokémon stats, types, and learnsets. Every major battle, including Gym Leaders, Rival encounters, and Elite Four battles, has been upgraded to double battles to increase strategic depth.

This hack aims to create a challenging but fair experience, rewarding careful planning and tactical play, while also offering fluid gameplay with quality-of-life enhancements like infinite items, reusable TMs, and overworld PCs.

Story Overview

The story largely mirrors the vanilla Hoenn adventure from Pokémon Emerald, but with a rebalanced and enriched world. Players choose from the starters Chikorita, Torchic, or Squirtle, and will receive a second starter from the remaining six Pokémon in Oldale Town. Throughout the game, players will encounter four recurring characters, explore challenging gauntlets in select routes, and battle with remixed Pokémon teams for a fresh and intense experience.

Key Features

  • Enhanced Difficulty: The game is designed to be tough but always achievable, similar to hacks like Vintage White and Sterling Silver.
  • Double Battle Gym Leaders & Rivals: All major battles, including Elite Four, Gym Leaders, and evil team admins, are double battles. Minor battles remain single for variety.
  • Gen 3 Mechanics: The hack uses classic Gen 3 mechanics with no Physical/Special split or Fairy type. Some Gen 4+ moves, items, and abilities are included for variety.
  • Expanded Pokémon Pool: Access to nearly all 386 Gen 1-3 Pokémon, with a second starter option for more diversity.
  • Regional Form Changes: Raichu, Sandshrew, Sandslash, Meowth, Persian, Slowpoke, Slowbro, Slowking, Voltorb, and Electrode have new regional forms.
  • Unavailable Legendary Pokémon: Mew, Mewtwo, Lugia, Ho-oh, Celebi, Shedinja, Kyogre, Groudon, Rayquaza, Jirachi, and Deoxys are currently not available.
  • Rebalanced Pokémon: Stats, abilities, types, and learnsets have been adjusted to ensure weaker Pokémon remain viable.
  • Hand-Crafted Learnsets: Every Pokémon has a unique level-up learnset for balance and strategy.
  • New Recurring Characters: Encounter four new characters during your adventure, each with unique battle challenges.
  • Gauntlets: Certain routes feature locked challenge areas requiring players to progress through unique sequences, adding risk/reward gameplay.
  • Quality of Life Improvements: Infinite items, reusable TMs, running indoors, overworld PCs, and smoother gameplay flow.
  • Thorough Documentation: Every Pokémon, encounter, item, and learnset is documented for nuzlockers and completionists.
