A version of Hoenn on the verge of change is examined in Pokémon Zenith Emerald. The region is split between two ideologies, as the Devon Corporation utilizes an experimental resource called X-Energy to push Pokémon optimization to new heights: those who support engineered perfection and those who worry about the irreversible environmental cost.
The scope is purposefully constrained because it is an alpha project, but the conceptual underpinnings are well-defined.
