About This ROM Hack
Pokémon Perfect Water Blue is a FireRed-based ROM hack designed to recreate and expand a pure Generation 1 and Generation 2 Pokémon experience, completely excluding Hoenn Pokémon. The hack emphasizes faithfulness to classic Pokémon games while introducing modern quality-of-life features and mechanical improvements.
All 251 Pokémon from Kanto and Johto are obtainable in a single playthrough without trading, and progression has been adjusted to allow Johto evolutions and mechanics to function naturally during the main story. The result is a version of FireRed that feels more complete, polished, and respectful of the early Pokémon eras.
Key Features
Complete Kanto & Johto Pokédex: All 251 Pokémon from Generations 1 and 2 are obtainable. No Hoenn Pokémon are included.
No Trading Required: All Pokémon can be obtained using the Bill Teleport Machine, eliminating the need for external trades.
Day/Night System: A full day/night cycle affects encounters and evolutions.
Early Johto Evolutions Enabled: There is no National Dex restriction. Pokémon such as Eevee can evolve into Espeon or Umbreon mid-game, and Crobat is obtainable normally.
Physical/Special Split (Optional): The default version includes the split, with an optional version available that removes it.
GB Sounds: Game Boy–style audio can be enabled from the player’s bag at the start of the game.
Improved Gym Leaders & Rival AI:
Gym Leaders and the Rival use smarter AI and healing items. Teams have been slightly adjusted to better reflect:
- Let’s Go Pikachu & Eevee
- Original Gen 1 games
- Pokémon anime appearances
Boss & Special Battles:
- Pikachu boss battle in Viridian Forest
- Gold, Silver, and Kris from Johto can be battled and rematched
- Final Giovanni battle after Viridian Gym (requires Five Island Sapphire quest)
Legendary & Mythical Pokémon:
- All Legendary Dogs available (Roar bug fixed)
- Mew can be found through a secret event (no spoilers)
Increased Shiny Odds: Shiny odds are increased to 257/65536, equivalent to modern Shiny Charm rates.
Gameplay & Quality-of-Life Improvements
Infinite-Use TMs: All TMs can be reused endlessly.
Unlimited Move Tutors: Move Tutors can teach moves an unlimited number of times.
Modern Repel System: Repels can be used consecutively, similar to Black & White.
EV/IV Viewer: Built-in viewer for EVs and IVs.
Nature Stat Colors:
- Red = boosted stat
- Blue = reduced stat
Ability Improvements: Magmar Armor now speeds up egg hatching, matching modern games.
Updated Wild Held Items: Wild Pokémon hold more meaningful items (see Trainer’s Guide).
Default Text Speed: Set to “Fast” at the start of a new game.

Evolution Items & Stones:
- Sun & Moon Stones available on Two Island after second Elite Four clear
- Sun Stone obtainable in Celadon City before postgame
Fossils: All fossils are obtainable.
Key Item & Gift Changes:
- Light Ball found in Bill’s House
- Lucky Egg awarded after rescuing the little girl on Two Island
- Both Hitmonchan and Hitmonlee obtainable from the Fighting Dojo
Map & Event Restorations: Altering Cave restored (Japanese event content)

- Houndour (also found in Mt. Ember grass)
