About This ROM Hack
Pokémon Complete Crystal is a carefully balanced enhancement hack of Pokémon Crystal that modernizes the experience without rewriting the game’s identity. Rather than adding new Pokémon, mechanics, or story content, this hack focuses on refining learnsets, availability, and trainer design while preserving Gen 2’s core systems and feel.
The project is built around improving three pillars of gameplay:
- more thoughtful and competitive movesets,
- full access to Pokémon without artificial roadblocks, and
- a smoother but noticeably tougher trainer progression.
Despite the increased challenge, this is not positioned as a hardcore difficulty hack. All vanilla mechanics remain intact: no physical/special split, no modern battle gimmicks, and no stat overhauls beyond later-generation buffs that already exist canonically.

Key Features
- Revamped Learnsets: All 251 Pokémon receive improved level-up and egg move learnsets, offering early-, mid-, and late-game STAB coverage while remaining faithful to Gen 2 gameplay.
- NYPC Event Move Integration: Previously, event-only moves such as Growth Eevee, Zap Cannon Squirtle, and AncientPower Bulbasaur are now naturally obtainable through level-up.
- Proxy Move System: Several underused Gen 2 moves are repurposed to function like later-generation equivalents (e.g., Cut as X-Scissor, Thief as Knock Off), giving a modern feel without altering the engine.
- Modernized Move Data: Existing moves are updated to Gen 9+ base power, accuracy, and PP values, improving balance while retaining original move names.
- Overhauled TM & Tutor System: All TMs are purchasable through key marts (Goldenrod, Celadon, Olivine, Blackthorn, Indigo Plateau), with expanded tutor options including Cross Chop, Curse, Hidden Power, and Shadow Ball.
- Full Pokémon Access: 249 Pokémon are obtainable before the Elite Four within Johto, Routes 26–27, and Victory Road. Only Mewtwo and Lugia remain Kanto-locked.
- Evolution Quality-of-Life Changes: All trade evolutions now occur via level-up or happiness, removing the need for link trades or held items.
- Legendary Encounter Rework: Rare Pokémon and legendaries are redistributed with logical encounter methods, including time-based spawns and adjusted encounter rates.
- Tougher Trainers & Leaders: Gym Leaders and bosses feature competitive, well-structured teams with proper movesets and no illegal Pokémon or duplicate spam.
- Post-Game Rematches: All 16 Gym Leaders and the Elite Four can be rematched indefinitely after Mt. Silver, each using full six-Pokémon teams with held items.
- Vanilla Mechanics Preserved: No physical/special split, no new Pokémon, unchanged typings, and traditional Stat Experience all remain intact.
