Legendaries

This section lists all Legendary Pokémon, including their levels, movesets, locations, requirements, and the most reliable strategies to catch them.

Timer Balls: Obtained the same way as in vanilla Pokémon Emerald.


General Catching Strategies

Sleep / Paralysis

The standard approach for legendaries. If you’re using save states (highly recommended), create a save once the Pokémon is asleep or paralyzed and at low HP. Reloading that state saves time because catch chances are recalculated on reload.


Trace

Some legendaries have multiple abilities (see Part 1). Using a Pokémon with Trace lets you identify which ability the legendary has before committing to the capture.
This is especially useful for legendaries that may have Run Away.

Recommended: Gardevoir (Hypnosis access)


Encore

Many legendaries can flee or KO themselves. Encore forces them to repeat a harmless move, buying you time and boosting Timer Ball effectiveness.

Recommended users:

  • Togetic – Encore, Yawn, Soft-Boiled; low stats prevent accidental KOs
  • Plusle / Minun – Faster options with Thunder Wave


Sand-Attack / Smokescreen

Useful against:

  • Pokémon that use Roar / Whirlwind
  • Pokémon whose only escape is recoil damage

Lowering accuracy gives them a high chance to miss.
This stacks very well with paralysis.

Recommended users:

  • Aipom – Thunder Wave only
  • Torkoal – Sleep move only
  • Cacturne – Thunder Wave + GrassWhistle (requires 2 Heart Scales)

Note: In Gen 3, Roar and Whirlwind still check accuracy.


Suction Cups

Octillery and Cradily retain Suction Cups, preventing Roar/Whirlwind.
Best paired with paralysis or accuracy drops.

Recommended: Cradily (Recover access)


Trading Low-Level Pokémon (Legendary Birds)

Before Gen 5, a traded Pokémon’s level depends on the Pokémon you trade.

  • Lowest possible level without losing moves: Level 36
  • At Level 37, they forget at least one move


Honorable Mentions

Mean Look / Shadow Tag

Only consistently useful for Celebi.
Gengar works well due to Hypnosis.


High Catch-Rate Pokémon (Mew)

Mew uses Transform. Once transformed:

  • It cannot escape
  • It inherits the catch rate of the Pokémon it copied

Any Pokémon with 255 catch rate works extremely well
(Caterpie, Weedle, Wurmple, etc.)

Magikarp (100 catch rate) also works and is funny.


Soft-Resetting for Nature

Not recommended for most legendaries:

  • Synchronize does not work on stationary or roaming legendaries
  • You’re gambling on nature, ability, and survival

Worth it only for:

  • Easy targets: Mew, Jirachi, Deoxys-S
  • High-value Pokémon: Regice, Latios, Suicune


Unavailable Strategies

Taunt

Not obtainable in Emerald Kaizo:

  • TM not found anywhere
  • No Pokémon learn it naturally


Damp

All Pokémon that originally had Damp now have different abilities.

Legendary Birds (Trades)

Articuno

  • Nickname: Arktos
  • Level: Varies
  • Nature: Brave (locked)
  • Location: Pacifidlog Town (SE house near Pokémon Center)
  • Requirement: Trade a Sableye

Tip: Low-level Sableye can be found in Altering Cave.


Zapdos

  • Nickname: Sunder
  • Level: Varies
  • Nature: Hasty (locked)
  • Location: Fortree City (next to Pokémon Center)
  • Requirement: Trade a Blissey

Tip: Level 5 Blissey appears in Artisan Cave (1% rate).
Use a low-level Gastly with Hypnosis.

Hasty is actually a good nature for Zapdos.


Moltres

  • Nickname: Lavados
  • Level: Varies
  • Nature: Relaxed (locked)
  • Location: Rustboro City (next to the Gym)
  • Requirement: Trade a Shedinja

Important Bug: Moltres has no ability due to an oversight.


Mewtwo

  • Level: 100
  • Catch Rate: 1
  • Moves: Psychic / Self-Destruct / Recover / Teleport
  • Location: Desert Underpass
  • Warning: May have Run Away

Strategy: Trace + Encore + Sleep
Mean Look fails due to Self-Destruct.


Mew

  • Level: 30
  • Catch Rate: 3% (changes after Transform)
  • Moves: Hypnosis / Transform / Teleport / Recover
  • Location: Faraway Island
  • Requirement: Old Sea Map (Abandoned Ship)

Strategy: Lead with a high catch-rate Pokémon.
Once it transforms, it’s trivial to catch.


Beasts (Entei / Raikou / Suicune)

Common Strategy:
Sand-Attack / Smokescreen + Paralysis + Suction Cups


Entei

  • Level: 100
  • Moves: Extrasensory / Crush Claw / Roar / Sacred Fire
  • Location: Team Magma Hideout
  • Requirement: Strength


Raikou

  • Level: 100
  • Moves: Wild Charge / Crunch / Thunderbolt / Roar
  • Location: New Mauville
  • Requirement: Surf


Suicune

  • Level: 100
  • Moves: Roar / Bite / Hydro Pump / Ice Beam
  • Location: Battle Frontier (Artisan Cave entrance)
  • Requirement: Wailmer Pail + Surf

Highly recommended to Soft-Reset for a good nature.


Tower Legendaries

Lugia

  • Level: 70
  • Catch Rate: 1
  • Moves: Whirlwind / Recover / Aeroblast / Psycho Boost
  • Location: Navel Rock (bottom)
  • Requirement: Mystic Ticket

Note: Whirlwind does not despawn Lugia.


Ho-Oh

  • Level: 70
  • Catch Rate: 1
  • Moves: Recover / Ancient Power / Sky Attack / Overheat
  • Location: Navel Rock (top)


Celebi

  • Level: 100
  • Catch Rate: 3
  • Moves: Recover / Teleport / Psychic / Giga Drain
  • Location: Safari Zone (Extended SE)
  • Requirement: Surf + Waterfall

Strategy:
Sleep → Sand-Attack → Mean Look
Bring backups.

Uses normal Poké Balls (not Safari Balls).


Regi Trio

IMPORTANT: Regi doors unlock the same way as vanilla Emerald.
Waterfall is now required. Wailord evolves at Level 70.


Regirock

  • Level: 40
  • Moves: Rock Slide / Superpower / Self-Destruct / Explosion
  • Location: Desert Ruins
  • Strategy: Encore + Sleep


Regice

  • Level: 40
  • Moves: Ice Punch / Superpower / Self-Destruct / Explosion

  • Location: Roaming or Southern Island


Latios

  • Level: 40 / 50
  • Moves: Refresh / Luster Purge / Memento / Recover / Dragon Claw

Strategy (Roaming): Mean Look + Sleep
Strategy (Island): Encore + Sleep


Weather Duo & Rayquaza

Kyogre / Groudon

  • Level: 100

Requirement: Defeat Maxie / Archie in Terra / Marine Cave first.


Rayquaza

  • Level: 100

Easiest legendary—highly recommended to Soft-Reset.

  • Location: Birth Island
  • Requirement: Aurora Ticket (Altering Cave)
