Pokemon Flora Flame is a Fire Red Hack that includes Generation 1-3 Pokemon. That is Kanto, Jhoto and Hoenn. In this game mostly you would find the Kanto region's pokemon. Most of the cities you find in this game will have many flowers so this hack is named flora and it's from fire red so its flame, together it's flora flame. You won't find generation 4,5 and 6(x and y) pokemon. Your starter is at level 10 when starting the game while your rival's is level 5.
