It's essentially a 'rebalancing' hack. All 386 Pokemon have been redesigned (stats, moveset etc.) so that they're ALL relatively viable in some way, giving them a unique flair in the process which they never had in the original games.
The catch here is that this includes all pre-evolutions as well. Every Pokemon was treated as its own unique entity, so if you want a Charmander to spearhead your team (or a Hoppip, or an Oddish), then that's a perfectly viable option.
Because of this, all level-up evolutions have been removed and replaced by a special evolution by Rare Candy, so that you can easily build your team around the Pokemon you like.

- All 386 Pokemon have been 'rebalanced' (stats, movesets, abilities, etc.) so that they're ALL somewhat viable, or at the very least not completely redundant, while also giving them a little extra flair (but without being unrealistic).
- All level-up and trade evolutions have been replaced by a special evolution by Rare Candy. Stone evolutions are unchanged. Eevee, Tyrogue, and Wurmple evolve via Sun Stones (which can be found on wild Gloom and Vileplume) and Moon Stones.
- 8 new moves, including Poison Jab & Shadow Claw
- Some moves have been rebalanced.
- Legendary Pokemon have been considerably buffed (stats and movesets), and are now uncatchable.
- More double battles
- Gym leaders have better teams

- Recolored Player Sprites & Battle UI
- 7 new Move Tutors
- Physical/Special split
- Catch rates have been buffed, to make Nuzlocking less painful.

- Revamped Battle Tent/Battle Frontier sets
